Moisturizer for extremely dry skin, and acne prone skin?

My face gets VERY dry in the winter and cold months, which have already started. And I have a bad acne problem so i can’t use any oily moisturizers. I have tried Olay Complete, Aveeno, proactiv moisturizer, and a few Avon ones, and none of those work. They make my skin feel moisturized for about an hour and then it looks all dry and flaky again.
